RE:                      Report of the August 1, 2017 Finance Subcommittee Meeting  

The Finance Subcommittee of the Brockton School Committee met on Tuesday, August 1, 2017, at 6:30 p.m. in the Theatre of the Arnone School, Brockton, MA.

Present:              Mr. Minichiello, Chair; Ms. Asack, Mr. D'Agostino, Mr. Gormley, Ms. Plant,
Mr. Sullivan, Superintendent Smith  

Absent:                A. Petronio, J. Sullivan

Also Present:       Executive Team, Mayor Carpenter

The meeting was opened by Mr. Minichiello at 6:40 p.m. who reviewed the agenda. 

The Superintendent updated the committee on the status of a memorandum of agreement with the BEA.  She also gave a brief update on federal funding, she was disappointed with the Title I and Title IIA figures, Title III monies have allowed Brockton to keep bilingual coaches.

Transportation Update
Deputy Superintendent Thomas provided the following update on transportation:

Mr. Thomas said this schedule maintains all current bus stops. There was a brief discussion about available options with the First Student contract ending next year.


Facilities Update
Mr. Thomas reported that he did a walkthrough of Gilmore, Huntington, and Barrett Russell with Ken Thompson, Facilities Director, and several other staff earlier today. He reported the moves and renovations are on target or ahead, principals return on August 21st and teachers will be allowed in the buildings to begin unpacking on August 23rd.  The Gilmore Sway Fun playground has been moved to the Barrett Russell school grounds and he was very pleased the new location; he has been in touch with the Riley family for a rededication of the playground.     

Mr. D'Agostino asked if another walkthrough of the Barrett Russell would be scheduled; Mr. Minichiello suggested meeting on August 15th at the Barrett Russell at 5:45 for a walkthrough and holding the scheduled finance subcommittee meeting in the cafeteria there at 6:30 p.m. All were in agreement.

Mr. Sullivan asked several questions about space at the Barrett Russell and whether classrooms were placed in other schools because there was no room; Mr. Thomas responded that the diagnostic center will occupy two rooms at the Adult Learning Center and two SPED classrooms will be housed at elementary schools.    

Programs and Position Reinstatements
The Superintendent reported that at the July 25th finance meeting, Mr. Gormley made a request to reinstate a track coach position that was eliminated.  She said there is a small amount of available money to work with and the position would cost $4,138.00.

Mr. D'Agostino said he would like to see an adjustment counselor brought back at South Middle School, the Superintendent responded that adjustment counselors are a priority if funding becomes available.  

Mr. Gormley moved to reinstate the track coach position at a cost of $4,138; Mr. Sullivan seconded the motion. 

On the motion, Mr. Gormley explained that there are 120 high school students signed up for the program and more are anticipated; students run on city streets and it becomes a safety issue.  Mr. D'Agostino said his hesitation is due to the need for adjustment counselors; Ms. Plant said there is very little money to bring back items and she felt there is value, particularly in student safety, in this position.

                                         Voted:  to approve the motion, unanimous.

Reduction in Force Update
The Superintendent informed the committee that she needs to recall three teaching positions for the Huntington Therapeutic Day School (science, technology, Spanish); she was not aware of these at the July 25th finance subcommittee meeting; she said she is hoping to identify grant money that will fund these positions.

Class Sizes
The Superintendent reviewed a spreadsheet showing current class sizes, she pointed out that the classrooms on the spreadsheet include the reinstated teaching positions. There was a question about unemployment, the Superintendent said she will clarify with Attorney Bresnahan.

Word Processing Position
The Superintendent informed the committee that she would like to bring back the word processing administrative assistant position pending available funding.

Seeing no further business, the meeting adjourned at 7:45 p.m.
